Write the BLM | June 14, 2018 deadline

I know many of you have and enjoy your quads, and this is NOT about you riding your quad to your neighbor's house, to pick up your mail, or about taking established trails exploring in the area. This is about whether or not the BLM will open all of our roads to unrestrained and unregulated ORV traffic from outside of our area -- 24/7, 365 days a year.

We here seem to have reached a sort of local peace regarding ORVs. People seem to be riding respectfully and other people don't seem to be reporting them. If this is your experience, this is a good thing. The BLM WEMO preferred plan would end that.

I have a feeling that even the most die hard ORV riders still like it quiet out here, still like the clean air, and enjoy our well-maintained roads, and untrammeled wilderness. All of this will be threatened if we don't speak up to protect it.

Instructions for writing a letter to the BLM before the June 14 deadline are below.

WEMO (the BLM's West Mojave Plan) is back, and YOU need to weigh in!
Comment Deadline June 14, 2018

In March 2018 the Bureau of Land Management (BLM) released a NEW draft West Mojave (WEMO) plan for allowing off-road vehicles to operate on the roads in our communities. And the plan has both GOOD news and BAD news for our rural residential neighborhoods:

The BAD news: The BLM’s “Preferred Alternative” (#4) designates most of the roads bordering their lands in our neighborhoods as “Motorized”, meaning off-road vehicles could legally use them as well as street vehicles.

The GOOD news: In response to the many comments we all sent in in 2016, the BLM is now offering an additional Alternative (#2), which instead designates most of those roads as “Street-Legal Only”.  This means use of the routes would be open to street-legal vehicles only as defined by the California Department of Motor Vehicles (excluding most ORVs!).

OUR TASK: Convince the BLM to use Alternative 2 (“Street-Legal Only”) rather than their current preference, Alternative 4 (“Motorized”)!  What will that take?  LOTS of comments, including from YOU!

HOW TO COMMENT:

You can make your comment stronger by personalizing it and adding specific, substantive information on items of particular interest to you.  See what works best here.

IF YOU KNOW OF A ROUTE YOU WOULD LIKE TO SEE DESIGNATED AS SOMETHING OTHER THAN “STREET-LEGAL ONLY” — e.g., “Motorized” (open to all vehicles), “Non-Motorized” (such as bicycles), “Non-Mechanized” (such as hiking or equestrian trails) or Closed —you should submit a route-specific comment specifically to that effect.  Learn how here.

MAC meeting presentation on WEMO 3

The Morongo Basin Municipal Advisory Council meets next Monday, May 14 at its NEW TIME: 5:30 p.m., at the Joshua Tree Community Center, 6171 Sunburst Street, in Joshua Tree.

Pat Flanagan, the representative from Desert Heights will be talking about WEMO, the West Mojave Route Network Project, which has great implications for Wonder Valley. If you've been thinking of attending a MAC meeting, this is the one you should attend.

Personally, I love taking my 4x4 out on the established trails to explore the mines, the salt flats, the hills, and the Dales, and the ability for residents of Wonder Valley to do that in the area in which they live should be maintained.

What I don't love about WEMO is the BLM opening EVERY one of our roads to ORVs and then working with private companies to advertise Wonder Valley as an off road dreamland open 24/7, 365 days a year for off-roading. The BLM has 1 (one) ranger for the whole of the Mojave and NO plan for enforcing laws in their plan. Remember, WE pay for the maintenance of our roads every year. The BLM's new use will not reimburse us for additional wear and tear.

Now, I'm just saying this as someone who lives here. You may have a different opinion about this. YMMV. (Your mileage may vary.) If you like the sound of this plan, this is your opportunity to write to the BLM and tell them. Likewise, if you don't.

The Community of Wonder Valley will meet Monday, December 14, 2015 at 9:00 a.m. to discuss the BLM's West Mojave (WEMO) Plan and its impact on the community of Wonder Valley.

Katrina Simons, Field Manager, WEMO Plan; and Edythe M Seehafer, WEMO Project Manager, with the Bureau of Land Management in Barstow will present. They will be bringing area maps and soliciting community feedback regarding off-road vehicles in Wonder Valley.

If you want OHV routes removed from BLM land adjoining your property you will want to attend this meeting.

The ALLIANCE FOR RESPONSIBLE RECREATION
will be hosting an informational workshop to discuss the proposal by the federal Bureau of Land Management (BLM) to dramatically increase access for off-road vehicles in our rural communities, allowing ORVs to ride on our public roads, private property and public lands. Law enforcement is unable to deal with existing problems with ORV trespass, and the BLM wants to double the mileage of ORV routes in our communities.

The meeting will feature a detailed explanation of the BLM’s Western Mohave (WEMO) Route Management Plan, maps of the network of proposed ORV routes in the Morongo Basin, and an opportunity for the public submit comments on the plan.

WEMO letter to download and send: DEADLINE: JUNE 4!

The community met to view Pat Flanagan's presentation on the BLM's WEMO plan last Saturday. 38 people attended, which isn't bad for a beautiful Saturday on Memorial Day weekend.

BLM's proposed OHV routes in residential neighborhoods

Pat Flanagan will give a presentation on the BLM's WEMO Plan on Saturday, May 23, 2015 at 11:00 a.m. at the Wonder Valley Community Center, 80526 Amboy Rd, Wonder Valley, CA 92277.

Everyone is invited and welcome to attend and participate. As this is an issue in the entire Morongo Valley, not just Wonder Valley, this presentation will be relevant to people in other areas.

Many of the routes (green) in the graphic above are contiguous with private property. While most local OHV riders are responsible and courteous and good neighbors some people are concerned that people coming from outside of the area will be unaware of the boundaries and have a negative impact on residential neighborhoods.

Letter writing materials will be available at the meeting so please come and share your thoughts with the BLM, either for or against the Plan.

Coffee and cookies will be served.

I went to my second MAC (Morongo Basin Municipal Advisory Council) meeting last night and picked up my business cards - thanks, Gayl!  What follows is my take on the meeting – UNOFFICIAL in every way, and I invite correction for anything I got wrong.

Public Comment:
David FICK:
spoke on Dollar General in Joshua Tree, that they have filed a notice to prepare an EIR. The comment period is open from May 8 through June 9. Asked that the MAC prepare a resolution to vote on for the June 8 meeting. Issues attached to the Dollar General have to do with traffic, the Joshua Tree Plan, and urban decay. If one is overturned they’ll all be overturned.

Donna LANDRY: Suspects that money is at the root of the BLM’s WEMO Plan and suggested that we “follow the money.”

PUBLIC SAFETY REPORTS
COUNTY FIRE
Mike SNOW
, Batallion Chief of San Bernardino spoke. He was married on March 27 so has been away. He said that in April there were 242 responses: 6 fires, 105 medical aid, 22 calls of service (cats in trees type of stuff), 39 good intent investigations (like smoke scares), 4 false alarms and 1 miscellaneous (undetermined).  He said we are in the vegetative fire season and suggested we maintain a 30’ vegetative clearance around our properties in the flats, more on the hillsides.

CHP
Joan GRIFFIN
said that tomorrow is the first day of the nationwide “Click it or ticket” campaign regarding seatbelt compliance. A first ticket for not wearing a seatbelt is $142 for an adult and $445 for a child. The Age Well drivers course is taking place. Seniors 55 and over can sign up for the free course. There is no driving test. Some insurance companies may offer a reduction in rates for those who take the course.

SB SHERIFF’S DEPARTMENT
Captain Dale MONDARY
is being hired by Desert Hot Springs. His last day here is June 12. He will be at the next MAC meeting. No word yet on who is taking his place.
Almut FLECK asked about the arrest of Pastor Stephen Burns who was recently charged with terrorist threat.
MONDARY could not comment on the ongoing investigation.
Teresa SITZ (I) asked about the charge of “terrorist threat,” that I associated the term “terrorist” with terrorism and wondered how the term became associated with “threat” which is a crime as it is.
MONDARY said it originated with the legislature and that it had been problematic. Minorities had been beaten in jail when others incarcerated learned they’d been charged with “terroristic threat.” He believes it may have since been changed to “criminal threat” and will look into making sure they are using the correct term.

COMMUNITY, OFFICER and COMMITTEE REPORTS
Teresa SITZ, Wonder Valley The Wonder Valley Well Owners Association met on Sunday, May 3 with 28 people in attendance. Clarence Chambers, president, spoke on the state of wells in our area, water levels remaining unchanged. He advised people to secure a small generator, pump and tank so they would have access to their water in the event of an electrical outage.

The neighbors then moved to the topic of community safety. I was able to speak on efforts to arrange a meeting with the San Bernardino Sheriff’s Department who have agreed to come address various issues including dumping, crime, Citizens on Patrol and setting up a Neighborhood Watch.

Kip’s Hi-Desert Book Club met Monday, May 4th at my house and many of our Wonder Valley neighbors attended.

We had a Meet and Greet this morning at the Community Center with 7 people attending. Many issues were discussed.

The Neighbors of Wonder Valley will meet on Saturday, May 23, at 11:00 a.m. for a presentation on the WEMO Plan given by Pat Flanagan. Everyone is invited and welcome to attend. I am distressed to see a new ORV route adjacent to my own property, fronting 10 acres of pristine BLM desert with intact desert pavement. The BLM is unwilling to answer questions regarding this route. I urge everyone to write and send their letters before June 4th.

Issues of crime, dumping, access to social services, road safety and access to representatives top the list of community concerns.

My own goal is to raise the profile of Wonder Valley. I am blessed to have met many of my neighbors and find them to be some of the finest people I have met anywhere. We have world-class musicians, artists, academics, engineers, and fine retired folks living in our area. They embody the pioneer spirit of independence and interdependence, resilience and creativity that formed this area into a community so many decades ago. I count myself very fortunate to live in Wonder Valley.

I’m also happy to see that WV attendance at this meeting has doubled – thank you almut and donna for attending.

New OHV Routes in Wonder Valley - ADJACENT to Private Land

The brown lines are OHV routes and they do run adjacent to private land.

will also show you that the routes travel county roads adjacent to private land. The breaks in the route indicate roads alongside private land. I don't assume OHV riders will turn off their vehicles at this point and push them to the next route area.

This will have an affect on your:
  • property values, because you will have to disclose that your property is on an OHV route
  • quality of life: noise, dust, traffic, trash
  • trash and dumping
  • quality of public roads.
It appear that many of these routes are ON county roads, the roads we pay fees each year to maintain. It's difficult to read these maps (the details are obscured) but it looks like Kern, and large parts of Pipeline and Poleline will now be OHV routes. You will be paying to maintain these as OHV routes.

I am unclear on the impacts of Alternative 3 but some people are concerned that this will allow OHV access to 1.) county dirt roads and 2.) to BLM land adjacent to private property. I cannot speak to the validity of these concerns though I am looking into it. As it seems these concerns are at least possibilities I recommend that Wonder Valley residents look into this and write letters to the BLM addressing your concerns and interests.

I will try to arrange a presentation to better explain the impacts of this plan.

MAC Meeting - April 13, 2015

Hello, Wonder Valley!

I went to my second MAC (Morongo Basin Municipal Advisory Council) meeting last night and picked up my business cards - thanks, Gayl!  What follows is my take on the meeting – UNOFFICIAL in every way, and I invite correction for anything I got wrong.

IN ATTENDANCE WERE: Pat FLANAGAN (Desert Heights), Mary Helen TUTTLE (Copper Mountain Mesa), Mark LUNDQUIST (Joshua Tree), Lib KOENIG (Flamingo Heights), Gayl SWARAT (Morongo Valley) and Teresa SITZ (Wonder Valley).

ELECTION OF CHAIR AND VICE-CHAIR
Mark Lundquist was elected Chair and Pat Flanagan was elected Vice Chair.

PUBLIC COMMENTS
Tom O'KEY traveled to Santa Rosa, CA this month to advocate for the bobcats - AB 1213. There will be a discussion meeting on June 9 and a decision meeting in Fortuna in August. A group of 4th graders attended to testify for the bobcats.

David FICKS of Joshua Tree reported on the Dollar General campaign which he said was officially in limbo. He offered applause to the Sheriff’s department on their recent notoriety.

PUBLIC SAFETY REPORTS

County Fire. The new battalion chief Rick Dennison introduced himself. He serves the south desert which includes Joshua Tree. Chief Chamberlain was unable to attend.

California Highway Patrol (CHP). Officer Joan Griffin reported on Distracted Driver Month including following too closely and texting.

Sheriff’s Department. Captain Mondary reported on “social engineering” where a con man psychologically engages someone, by computer or phone, to takes their identity. He told everyone to never give private information like your birthday or social security number over the phone.

PRESENTATIONS
Officer Joan Griffin presented on START SMART free teen driving  class for parents and teens (14-19) once every month at the CHP Office on Highway 29 in Joshua Tree. The next class is Wednesday, April 29 at 6:00 p.m. RSVP to 760-366-3707. The teen does not need to be licensed yet. They will show the movie Red Asphalt, version 5. There is also a class for elder drivers called Age Well.

Steve Martinez from the California Department of Public Works spoke on the ACTIVE TRANSPORTATION PROGRAM, a statewide opportunity to obtain infrastructure funds to encourage biking and walking. His proposal was to extend a class 1 bike path to the new elementary school on Sunburst. They are asking for $1.2 million. The DPW is doing a traffic count and then a survey in the community.

Gary, in the audience, spoke on the dangers for pedestrians and bicyclists on Sunburst, Alta Loma and Park Boulevard.

Pat Flanagan, MAC, Desert Heights spoke on the WEMO (West Mojave) Route Network Project and the BLMs preferred strategy to double the number of roads available to off-roaders. There will be a meeting tomorrow night with the BLM in Yucca Valley.
