WV Community Meeting | September 4, 2019


Everyone is welcome and invited to attend and participate in

  • Mark Lundquist from the SBC 3rd District Supervisor's Office
  • Representatives from the SBC Sheriff's Department, who will be addressing quality of life issues including illegal offroad activities and illegal shooting.

The Friends of Wonder Valley, the local 501(c)(3) organization now has a raffle license, so for the first time in many years, we will be having a RAFFLE!

Wonder Valley Community Meeting | February 2018


The monthly community meeting -- usually on the 2nd Saturday -- has been moved to February 21 to accommodate the schedules of SBC Sheriff's Department Detectives Vaca and Wilson, who will speak to us on progress they've made on the issue of illegal shooting in Wonder Valley.

Other items on the agenda will be a workshop for residents to fill out the survey for the upcoming Fundamental Plan, and an update on the Wonder Valley Community Center.

No August community meeting

I just passed an exam to qualify for a 4-day class to become an HIV test counselor. I've been volunteering with Desert AIDS Project and Morongo Basin Healthcare District. DAP is sponsoring my training. This is part of a longer range plan to advocate for harm reduction programs in our communities.

For this reason I will not have time to prepare for an August community meeting. Our next Wonder Valley Community Meeting will be Saturday, September 9, 2017.

WV neighbor Rick Hamburg will present on the chronic problem of illegal firearms shooting in Wonder Valley. He will share some of his recent experiences in trying to get the problem under control and discuss what is legal and what is not.

Other items on the agenda include: illegal dumping, specifically about whether or not we could get a pass or credits for neighborhood cleanups; the illegal dumping of animals and unwanted pets; and Fire Department connections to private water tanks.

PRESENTATION
Ramona Arechiga, Community Health Care Worker, and Manuel Rincon, Program Coordinator, from Pacific Clinics will give a presentation titled, “Let’s Talk About Mental Health,” which will cover the following topics:

- Stigma
- Depression
- Anxiety
- Alcohol and Drugs Identification and Prevention
- Bipolar Disorder
- Schizophrenia
- Suicide Prevention

The presenters will be available after the presentation to provide additional information to those interested. Respondents receive FREE SERVICES at the PACIFIC CLINICS FAMILY RESOURCE CENTER/MILITARY AND FAMILY SUPPORT in Yucca Valley by our staff or be referred out as needed.

If you know someone dealing with any of these issues, or are dealing with these issues yourself, please attend this meeting.

Monthly Community Meeting | May 9, 2016

We'll also be talking about how to propose a project or a program at the Community Center, and/or in Wonder Valley.

We'll discuss County Code Enforcement's recent Wonder Valley cleanup with before and after photographs, Neighborhood Watch, give a Fire/Emergency Services update, discuss how we might honor Jack McConaha, talk about upcoming meetings and changes at the community center.

The Community of Wonder Valley will meet Monday, December 14, 2015 at 9:00 a.m. to discuss the BLM's West Mojave (WEMO) Plan and its impact on the community of Wonder Valley.

Katrina Simons, Field Manager, WEMO Plan; and Edythe M Seehafer, WEMO Project Manager, with the Bureau of Land Management in Barstow will present. They will be bringing area maps and soliciting community feedback regarding off-road vehicles in Wonder Valley.

If you want OHV routes removed from BLM land adjoining your property you will want to attend this meeting.

    A. Stewart West, Veterans Benefits Advisor
    Veterans – Bob, Jim, Robert, Willis, Jerry, Ed, Stewart
    Stewart is one of two VA advisers at the marine base. Reach Stewart at work at the base at: 760-830-6976, Office Building 1427, or will meet you off base.
    Joan: Had questions as her veteran husband recently died. Served in three wars. Still shops at the base.
    Stewart: There’s a Veterans Benefits timetable pdf online. Some benefits don’t run out. Chronic medical issues can apply for benefits at any time if the medical issue started during service. Join e-benefits online for medical benefits – fairly easy to use. If you have any problems with the system, call Stewart.
    VA Home loan available throughout your lifetime.  Can eliminate a down payment.  Can be used more than once.
    Burial benefits. State or national cemetery when available, marker, medallion, etc.
    Jill: Do wounded vets have to drive down the hill?
    Stewart: If you have to drive more than 40 miles you can use the Choice Act to visit a civilian doctor.
    Ed: Reach Out Morongo takes people down the hill once a week,

    Stewart: You can call me.
    B. Eric Robles, W.L. Green, CHPMary: Could you post a camera on Amboy and 62 to catch speeders?
    Robles: Since Jan there have been 6 collisions on 62, 3 on Amboy, 4 resulted in minor injuries. The last fatality was more than a year ago. The Marine Corps ball is coming up, and the holidays, be cautious.
    Jim B: Traffic has been very heavy on weekend. Cars hauling boats are passing me and I’m going 70mph. Target Amboy and 62 on Friday and Sunday.
    Jill: Do you patrol state and county roads?
    Green: Yes. And all adopted roads, those maintained by special districts, and enforcement issues on those roads as well.
    Ed: Do you carry emergency medical supplies?
    Green: Yes – EMT kit, and O2 – we’re trained in CRP, EMR.
    Bob: Why is there a difference in the speed limit on 62 and Amboy.
    Robles : That’s a Caltrans determination. The #1 accident in the Morongo Basin is the single car rollover in sand.
    Karen:  Amboy should be widened and we should have a bike path.
    C. Discussion and possible action:Shall the community endorse the delegate’s MAC Report to be read at the MAC meeting tonight? No corrections. No objections
  4. Ongoing Business"Great things are done by a series of small things brought together.” – Vincent Van GoghA. Neighborhood Watch and NextDoor (66 members)There is a new dump started at Two Mile and Shelton – anyone interested in helping clear it tomorrow? A couple of people expressed interest.


    i. I did a demonstration of a window alarm – 2 for about $9, and a $15 taser from Amazon. I mentioned that my neighbor has a driveway alarm turned out to the street so he always knows when someone drives into our neighborhood and he checks them out.
    ii. I suggested that everyone in the community make sure they have lighted street numbers visible from the street for emergency services.

    B. Fire Tax UpdateThe community agreed to bump the Fire Tax Update to the end of the meeting.
    The second fire tax meeting will be Saturday, December 12 at the Community Center. We’ll have additional speakers including:
    Jim Brakebill – head of the Fire Program at CMC, owns property in WV
    Ramon Lomeli, General Manager of Morongo Basin Ambulance
    Jim Copeland
    Someone from ISO (Insurance Services Office)
    The Needles City Council just voted 5 to 4 to accept County’s proposal. The same issue is coming up before Pioneer Town.
    Ed: Passed out handouts that showed the labor rates listed for the Twentynine Palms Proposal, and the rates were discussed.
    The Community voted unanimously to start a Citizens Fire Committee to research alternatives to the proposal by County Fire. Bob Tellefson, Ed Vallerad, and Jim Brakebill volunteered to be on the committee and Teresa Sitz agreed to announce the creation of the committee and to call for new members.

    C. Illegal Dumping – Code EnforcementTeresa reported on several submissions to the county and updates from our current code enforcement office Shari Rotruk.
  5. Agenda planningThe community is invited to suggest items to place on the next meeting agenda.
    - There was a request to widen Amboy and add a bike lane. (Meyers)
    - There was a request to have a reserve deputy assigned to WV. (Bill)
    - There was a request for the latest road report from Special Districts. (Bob)

 November 9, 2015, MAC Report: Wonder Valley

We had a Community Meeting this morning with ___ in attendance. Stewart West, a Wonder Valley resident and VA Benefits Advisor from the Marine Base presented.

There will be a HEAP workshop this Friday the 13th at the Wonder Valley Community Center from 9:30 a.m. to 3:30 p.m. Everyone is invited and welcome to attend.

Our biannual Dale Basin Well Owners Association meeting was on November 1 with about 20 people in attendance. Five people joined bringing the total membership to 80. President Clarence Chambers updated us on the state of our wells.

At our December 14 Community Meeting the BLM is going to bring maps and we’ll look at what’s going on with the roads and OHV access in Wonder Valley.

The second Fire Tax Meeting on Saturday, December 12 will allow those who work during the week, weekenders, and snow birds to attend and ask questions about the proposed fire tax.

Our NextDoor network has 65 members now and we continue to keep an eye out for each other.

October 12, 2015, MAC Report: Wonder Valley

We had a special community meeting this morning with ___ in attendance. San Bernardino County Fire Department Division Chief Jon Chamberlin presented on a proposed FP-4 Wonder Valley Service Delivery Update. We taped the meeting and will post the video online for anyone who wants or needs to review it.

The County Fire proposal is to raise taxes in Wonder Valley between $302 and $453 to start. One hundred percent of our ad valorem taxes plus an additional assessment of $34 per year already go to County Fire.

We’ll be having a Saturday meeting in the near future to take another look at this issue, and invite people who were not present for our weekday meeting.

In November Stewart West, a VA Benefits Advisor, from the Marine Corps Base will attend to speak on veteran’s benefits and discuss eligibility issues.

In December the BLM is going to bring maps and we’ll look at what’s going on with the roads and OHV access in Wonder Valley.

I met recently with Lynda Bishop of Pacific Clinics and we’ll be having a community meeting to gauge interest in a monthly wellness meeting for our community.

Our NextDoor network has 55 members now and we continue to keep an eye out for each other.

September 14, 2015, MAC Report: Wonder Valley

We had a community meeting this morning with ___ in attendance. We were very happy to welcome Jim Rickers and Kristina Becker of the Marine Corps Air Ground Combat Center, to present. We also discussed dates for a community cleanup and a community potluck.

On August 15 neighbors took me on a tour of the north of Amboy neighborhood and showed me dump sites and a high crime area.

The following week I followed up on a letter that a community member received from an oil company asking permission to use their property for a pipeline. I believe this letter was several years old but the community member was still concerned.

I researched the issue and found that the pipeline under Pipeline Road originally belonged to Arco and was called the Arco 16, being 16” in diameter. At some point it was owned by Questar who then sold it to Southern California Gas. Southern California Gas now owns it and uses it to transport natural gas. Questar attempted to buy the pipeline back from Southern California Gas to convert it to ship crude oil, some of which is the highly volatile Bakken crude obtained by hydraulic fracking. Questar then considered putting down another 16” pipeline along the Southern California Gas line and contacted a large number of landowners, including our community member, asking for permission to cross their land with the pipeline.

I spoke with Steve Chapman, a spokesperson at Questar, and he told me the company is looking at several possibilities including a rail terminus at White Water where they would offload crude oil into a pipeline there. Another option is moving crude oil by rail along the BLM utility corridor that parallels the 10 freeway, or selling their pipelines to another company.

This is an issue that we need to keep an eye on. A crude oil spill anywhere in the Morongo Basin would be tragic.

Looking at Google maps it seems that along some portions of Pipeline Road in Wonder Valley you can see the profile of the Arco pipeline – that it may not be buried deeply. I’d like to research this further as it seems that off-road and even on-road vehicles could conceivably strike the pipeline and fracture it, leading to a gas leak. This would be one reason to oppose the WEMO plan and continue to limit OHV access on public roads and lands, and also ask Southern California Gas to assess the possibility of this type of accident.
