Exemptions for FP-5 proposal

On proposed County Fire parcel tax, there are exemptions

Exemptions from the proposed expansion of FP-5 (fire protection district 5) are for those areas covered by a CSD - Community Service District. (We are a CSA - Community Service Area). These include Yermo, Newberry Springs, Baker and Daggett community services districts, and the city of Hesperia. Other areas are exempt, too. For a full list, refer to the article. Wonder Valley is not exempt.

Mark Lundquist, field aide for Third District Supervisor James Ramos, assured me there will be a presentation for Wonder Valley, and we'll be notified when the presentation schedule is released.

Consultants are crafting a special tax which would be an alternative to the proposed FP-5 expansion. A 3-month analysis is underway.

Fire deficits possible resolution

To rectify County Fire budget, supervisors eye parcel tax in unincorporated communities

County Fire and the Supervisors have been busy, and quite tight-lipped, about this possible solution to deficits.

"County Supervisors voted 3-2 last week to initiate proceedings to expand the boundaries of the FP-5 Service Zone, with notices set to be delivered to affected parties in August, the same month the first of two public hearings will occur."

"Inclusion in the service zone means a $157.26 yearly parcel tax for property owners, which can rise up to 3 percent annually."

Other fire protection districts, like FP-4 in Wonder Valley, would be dissolved along with their assessments. There is no guarantee that County Fire would return to Wonder Valley.

"For those who already pay a parcel tax, the expansion won’t act as an additional cost, but as a replacement, according to County Fire spokeswoman Tracey Martinez."

In the meantime we should research both County and State property tax deferments for seniors who will not be able to pay the additional tax.

Lessons from Morongo Valley

Morongo Valley is facing increases in their fire assessments quite similar to our. Wonder Valley can learn from their research, experiences, and choices.  Donald Krouse of Morongo Valley wrote the Guest Soapbox below for the Desert Trail.

Morongo Valley has its own Paid Call Fire Department and the tax increase would fund a shortfall in their budget. Currently they have four people on staff at all times. County Fire's proposal would reduce them to a 2- or 3- person firehouse for a much higher increase.

Some additional information and persuasion may be useful for Morongo Valley voters about “Morongo Valley to vote on $350 fire tax” (Dec. 17).

The net increase for the fire tax, after eliminating the existing fire assessment, will be approximately $200 for improved properties (55 cents more per day). The increase for unimproved properties is a big jump (93 cents per day) if now paying $10 per year.

Unimproved parcel owners may not like it today, but if people purchase parcels while calculating a future profit, they generally weigh costs and benefits. Future values are easily threatened by lack of fire and paramedic services. Smart buyers negotiate for lower prices when unprotected risks exist. A “high fire risk” area surrounds Morongo Valley.

If you someday want to sell your home, you will see downward pricing pressures if potential buyers cannot get mortgages because insurance companies decline to insure the high risk. That is called an undesirable market.

Five miles from a locally staffed fire station is a first consideration in fire insurance risk assessment. Without local fire services, existing homeowners’ insurance premiums increase by amounts that dwarf the cost of the fire tax.

After East Contra Costa voters lost their fire protection district, fire risk ratings shot up. Before voting “no,” East Contra Costa citizens passionately accused their local board of lying, fear mongering and over-generous spending even after the board documented the facts.
Local property owners now report annual insurance increases of $3,500 to $5,000 over their old premiums. Outsiders might honestly wonder about the intelligence of East Contra Costa voters casting penny-pinching rather than dollar-wise votes.

San Bernardino County Fire could annex Morongo Valley into its fire district, but that comes with even greater cost. They gave us two written proposals. They make no distinction between improved and unimproved land. The proposed parcel cost is 181 percent higher ($635 for the minimal staffing proposal), or 242 percent higher ($853) than the Morongo Valley CSD board’s recommendation to maintain current services. Future tax increases would be determined at the county level, not by Morongo Valley voters.

All fire departments have seen costs escalate since Morongo Valley approved the (to-be eliminated) assessment in 2002. Morongo Valley cost increases are not primarily due to wages, as some mistakenly claim. Ours are among the lowest paid firefighters in California, so why would anyone credibly argue for cutting firefighter staffing or salaries when they put their lives at risk for us, just to save less than $1 per day?

California Department of Insurance will address Wonder Valley Community

Members of the Wonder Valley community have voiced concern about what might happen regarding their insurance if they chose not to approve the proposed fire tax: will their insurance rates rise, what would happen to their mortgages, will they be able to get insurance at all?


Teresa Sitz, the Wonder Valley MAC Delegate invited the California Department of Insurance to come talk to the community and they accepted the invitation. Peter Meza, an Associate Insurance Compliance Officer with the California Department of Insurance, will present to the WV Community on

Desert Trail Column, October 29, 2015

The community meeting on October 12 was very interesting and informative, even though the proposed fire tax increase is an upsetting subject. San Bernardino County Fire Division Chief John Chamberlin gave an excellent presentation, explaining what has led up to the need for an increase, and offering to work with us on alternatives. Hopefully, we will be able to arrive at an acceptable solution.

The Dale Basin Well Owners Association meeting will take place on Sunday, November 1 at our community center, 80526 ½ Amboy Road, at 4 pm. President Clarence Chambers will address the state and water levels of our wells, plus drought and emergency preparedness. Everyone is welcome to attend.

We send out Rainbows-of-Opals-and-Calendulas to Carson Bevins who is celebrating his fourth birthday this week. Happy birthday, Carson!

Karen’s Commentary: First, thanks to our cousin Annie in Phoenix for two big envelopes stuffed with cut-out coupons. Second, my husband Ted and I went to see the Traveling Vietnam Wall, and what an experience it was! I never dreamed it would have such an impact on me as I knew no one who was killed in the Vietnam War. When I got right up next to it, the overwhelming sadness hit me like a ton of bricks, and Ted was just as affected as I was. Cars with the names of all the 9-11 victims on them were there, too. What a fantastic tribute to those who gave everything.

Darlene’s Commentary: The Highway 62 Open Studio Art Tours is growing every year, and allows the artists and community to come together in mutual appreciation. What a great idea! I’d love to tell you about the artists and their work, but unfortunately I became ill on Friday, and fearing to spread whatever virus or bug that I’d managed to catch, I decided to stay home. Bummer! When I was home frumping because I had to miss everything, an idea popped into my swollen mind: Wouldn’t our community center be a wonderful place to have a show for local artists to display their work and meet their neighbors? I think so.

Wonder Valley turns out to hear about proposed fire tax

About 80 folks from Wonder Valley crowded into the Wonder Valley Community Center to hear San Bernardino County Fire Department Division Chief, John Chamberlin, Division 5, South Desert, discuss a proposed increase in the local fire tax.

You're right, that's not 80 people. There were more people standing behind the photographer.
Mark Lundquist, the field rep for San Bernardino County Supervisor James Ramos, was present, as was Jim Brakebill, the instructor for Copper Mountain College's Fire Technology program, and a reporter from the Desert trail

Darlene’s Commentary: I ran across this list of suggested ways that can improve your chances of avoiding dementia, or at least put a lot of years between now and its onset!
  • Take an art class, or try arts and crafts, or a greeting-card class. 
  • Did you play a musical instrument as a child? Take lessons again. 
  • READ! Dip into authors and topics you haven’t explored before. 
  • Play games you enjoy, and learn new ones. 
  • Try video games! 
  • Do a crossword puzzle every day. 
  • Try a Sudoku puzzle (my favorite)! 
  • Sign up for classes at a Senior Center. There’s always a variety of interesting ones to choose from.

Karen’s Commentary:  There is a very big and scary issue looming for Wonder Valley property owners. San Bernardino County Fire Department Division Chief John Chamberlin approached our MAC Representative Teresa Sitz about the need for an increase on our taxes for fire and emergency services. We are currently paying approximately $33 per parcel per year for these services, and the proposed annual amounts are – are you ready for this? – from $302 to $453 per parcel per yearl! Oh, my.

We also have the option of turning our fire and emergency services over to Twentynine Palms, which is laughable since they are having a tremendous amount of trouble just covering their current area, let alone adding Wonder Valley to the mix. This is a BIG issue. Division Chief Chamberlin will be at our community meeting on October 12 at the Wonder Valley Community Center, 80526 ½ Amboy Road at 9 am. He will present the proposals and options and answer questions. Please
 do your very best to attend this important meeting, and bring your best behavior with you as this is going to be a high-stress topic for all of us. Keep in mind that Chief Chamberlin probably did not come up with these proposals on his own; he is only the messenger. Remember that you get more flies with honey than with vinegar.

Reach Out Morongo Basin will pick you up on Tuesdays and Thursdays at The Palms at 10 a.m. to take you to the 29 Palms Nutrition Site for lunch, then bring you back at 2 p.m., all at no charge. If you have a problem getting to The Palms, they will pick you up and drop you off at your residence. Call 760-361-1410.


Handy Hint: Preweighed produce is convenient, but you should reweigh it just in case. A 5-pound bag of carrots can actually weigh anywhere from 4.5 to 6 pounds!

We had a special community meeting this morning with ___ in attendance. San Bernardino County Fire Department Division Chief Jon Chamberlin presented on a proposed FP-4 Wonder Valley Service Delivery Update. We taped the meeting and will post the video online for anyone who wants or needs to review it.

The County Fire proposal is to raise taxes in Wonder Valley between $302 and $453 to start. One hundred percent of our ad valorem taxes plus an additional assessment of $34 per year already go to County Fire.

We’ll be having a Saturday meeting in the near future to take another look at this issue, and invite people who were not present for our weekday meeting.

In November Stewart West, a VA Benefits Advisor, from the Marine Corps Base will attend to speak on veteran’s benefits and discuss eligibility issues.

In December the BLM is going to bring maps and we’ll look at what’s going on with the roads and OHV access in Wonder Valley.

I met recently with Lynda Bishop of Pacific Clinics and we’ll be having a community meeting to gauge interest in a monthly wellness meeting for our community.

Our NextDoor network has 55 members now and we continue to keep an eye out for each other.

What we pay now for Fire & Emergency Services
“The reorganization of the San Bernardino County Fire Protection District (LAFCO 3000), effective July 1, 2008, included the transfer of responsibility for fire services from County Service Area 70 Zone M (serving the Wonder Valley area) to a new Service Zone FP-4 of the newly reorganized San Bernardino County Fire Protection District (‘County Fire’) along with the formation of the regional South Desert Service Zone.”

Included in the transfer was 
1. 100% of the ad valorem property tax from CSA 70 Zone M and
2. the special tax for the provision of fire protection service within the Wonder Valley Community from CSA 70 Zone M.

Our 1% property tax goes to the SBFD’s South Desert Service Zone, and the special tax goes to Service Zone FP-4.

     “Zone FP-4 has no direct employees; it pays for a proportional share of salaries and benefits costs necessary to serve it and pays a proportional cost of the administrative functions of County Fire and its South Desert Service Zone.” P. 173

“Twentynine Palms Water District as the fire provider in the Wonder Valley community. In this scenario, the Water District could expand its sphere of influence and annex the boundaries of Zone FP-4 of County Fire. The Water District would succeed to County Fire’s assets to include the assessment of Zone FP-4 and become responsible for fire protection services to all of the Wonder Valley community. Benefits could be achieved as the region would elect a single board of directors, have local control of financial resources and determine the level of service to be provided.”
